And honestly, I don't think stick figures and cellphone pictures belong on this site unless they are really meaningful... they're usually just pictures of a face and the description is "omg im so silly "

Yes, yes, I understand that. But to start at that age requires obstacles to hurdle over... artists who start younger actually develop better (this isn't proven, it's just from what I've noticed).

Yea I understand your point.... -off topic-and I don't think you're one of the people who do this, but I hate it when other people slam down a stick figure or drawing they don't like. What if it's a little kid that had their parents post their drawings for them?

Well, if it's a child posting their art, they aren't supposed to. The DA ToS states that you must be 13-years-old or older to post anything on DA. It's up to a parent to decide if they want to subject their child to that. I personally think that it's not a good idea to have anyone too young on this page.
